Co-organized by the Chinese Academy of Engineering, Shenzhen Municipal Government, Small Town Center of the National Development and Reform Commission and Business School of Central South University, the 269th China Engineering Science and Technology Forum and the 12th China Engineering Management (Smart City) Forum were successfully held in Shenzhen on August 21 to 22, 2018. Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, local government leaders, delegates of international organizations, well-known entrepreneurs at home and abroad, world famous experts and scholars of universities and institutes, delegates from domestic and foreign media and industry associations, a total of more than 1500 people, attended the opening ceremony this forum. With “smart city, better life” as the theme, it aims to conduct research, exchange and share the latest research results around the frontier areas of smart city construction, and offer suggestions for the construction of China's new smart city.
The forum coincides with the 40th anniversary of reform and opening up and 38th anniversary of the founding of Shenzhen special economic zone, which makes the choosing of Shenzhen to hold this forum a great significance. The day before the opening, the forum guests also visited Tencent, Huawei and Ping An Insurance headquarters as the frontier city of reform and opening up innovation achievements in the field of intelligent city. Then the two-day forum and the 4th Chinese Smart City International Expo were held during the same period. In addition to the main forum, the delegates also conducted seven sub-sessions around themes like city engineering management, smart city top design and practice, smart city big data of time and space, smart transportation and smart water, aiming at promoting the construction and sustainable development of China's smart cities through multilateral and diversified communication.
Smart city construction is the practice of network power digital intellectual and social development strategy in China to build the only way for the sustainable development of global innovation city smart city construction process, is a new technology constantly emerging, and applied to the process of urban management services, is also a city innovation progress. During the process of this forum, more than 40 academicians, over 500 Chinese and foreign experts and representatives participated in the forum. 21 keynote and theme reports, 49 sessions around the forum theme “smart city construction and project management” had been wonderful discussed, among them, the Chinese and foreign academicians gave reports as many as 20 times.
Professor Chen Xiaohong, academician of the Chinese Academy of Engineering, honorary dean and chief academic leader of the Business School of Central South University, gave a great report in the conference with the title of “Smart Exploration and Practice of Environmental Protection in a Smart City”. She pointed out that as an important part of the smart urban construction, environmental protection is the world's common demands and trend of city development. Smart city construction also brings new opportunities and challenges to the environmental protection industry. Based on the environmental monitoring of big data precision analysis, it provides a basis for the formulation of relevant regulations and ecological compensation standards. The construction of the audit system of ecological environment, the decision support management system, the intelligent environmental protection livelihood service system and emergency integrated intelligence system will make people's life greener, more secure and more convenient.
At the closing ceremony, He Jishan, an academician of the Chinese Academy of Engineering, on behalf of the organizing committee of the conference, issued the report of Shenzhen Consensus on Smart City Construction, which includes seven contents. First, smart city construction needs to rise to a strategic height; Second, the construction of smart city must be comprehensively coordinated; Third, the construction of smart city needs to establish scientific decision-making mechanism; Fourth, the construction of smart city must do a good job in information engineering; Fifth, the construction of smart city needs optimization standard gradient implementation; Sixth, the construction of smart city needs to strengthen legislation to ensure safety; Seventh, the construction of smart city must be people-oriented.
Aiming to study the project management theory and practice to explore key issues in the field of engineering management development, China’s Engineering Management Forum was launched by He Jishan, an academician of the Chinese Academy of Engineering, in 2007. This year is the forum's 12th year of success. Since 2014, five consecutive terms of China’s Engineering Management Forum were organized by the team led by Professor Chen Xiaohong, from filling before the forum to the opening, a series of efficient organization work has been highly appraised and recognized by the Chinese Academy of Engineering, the contractors and participants.
